Such data was presented by the Ministry of Energy at a government meeting on January 14, which approved regulations for installers of renewable energy systems to ensure safety, quality of work and record keeping.
The document introduces requirements for the professional competence of installers and establishes a procedure to confirm the qualification and registration of such systems – biomass boilers, stoves and heaters, photovoltaic and solar thermal systems, shallow geothermal systems and heat pumps. It also provides for the recognition of relevant certificates issued by accredited bodies of EU Member States.
The regulation also introduces an obligation to keep records of work carried out. Installers will be obliged to keep records of installed systems, and every six months to send to the National Center for Sustainable Energy (CNED) a list of completed works with relevant information about the customer, the type of system and technical characteristics. This, according to the authors of the document, will allow for timely follow-up inspections, including in case of defects, complaints or safety risks.
The certification requirements will come into force some time after the official publication to enable businesses to adapt to the regulated activities in the renewable energy market.
