The moratorium will not prevent the hiring of badly needed personnel

The moratorium on vacancies in the budgetary sphere was introduced to rationalize the spending of public funds and to harmonize personnel decisions, but the measure will not prevent the hiring of employees where it is really necessary, according to Logos Press.

State Secretary of the Ministry of Finance Maia Savva explained that the government’s decision to impose a temporary moratorium on filling vacant positions in the budget sector does not refer to a complete ban on hiring.

“The moratorium introduces the need for careful justification and additional coordination of personnel decisions,” the state secretary emphasized on Radio Moldova.

She specified that the government approved the introduction of a temporary moratorium on the filling of vacant posts that existed on November 30, 2025, and that the measure is aimed at “ensuring a balanced and responsible management of the state’s financial resources”. The moratorium will remain in effect until December 31, 2026 and will not apply to positions for which competitive procedures have already been initiated at the time the decision takes effect.

The government decree says about 17 thousand vacant positions in the budget sector, including more than 9 thousand at the central level, for which hiring is suspended.

Meanwhile, experts note that in those areas where the shortage of staff is particularly acute and the recruitment of employees is really necessary, new staff will be hired regardless of the moratorium.

“The moratorium is of a recommendatory nature, especially considering that we have serious problems, for example, in the social sphere, where there is quite a high turnover of staff and at the same time the salaries are not very attractive,” said Doctor of Economics Dorin Vakulovski, an expert on the labor market and social policy.

It should be noted that at the time of the adoption of the government’s resolution, the largest number of vacant positions in the budget sector was in the Ministry of Defense – 1,894 units, the Ministry of Internal Affairs – 1,688 units and the Ministry of Labor and Social Protection – 1,276 units.
