
Chisinau City Hall launched the process of public consultations on the draft decisions “On Approval and Enactment of Local Taxes for 2026” and “On Approval of the Chisinau Municipality Budget for 2026”. The first round of discussions on the two documents was held with the participation of members of advisory councils, investor and business associations, experts, civic activists and other stakeholders. All the proposals submitted by them will be examined by the specialists of the General Directorate of Finance of the municipality.
According to them, both documents are agreed simultaneously, as the revenue item consisting of local taxes and fees is a component of the municipal budget. Over the past few years, according to the recommendations of USAID experts, the rates of local fees have been raised in accordance with the mechanism of adjusting them to the average annual inflation rate. Therefore, they were adjusted by almost 5 pp.
The draft municipal budget for 2026, submitted for consultations, envisages 9.6 billion lei in revenues, while the expenses are estimated at 10.7 billion lei. At the same time, the biggest share in the budget is taken by the expenses under the section “Provision of services”, most of which are social services. They amount to about 527 million lei, which is 139 million lei more than in 2025.
It should be noted that a week ago, the ninth attempt to vote for the capital’s 2025 budget failed due to the different views of the municipal council’s factions on the priorities of its development.
