According to the Moldova Electricity Market Study 2025 published by the National Energy Regulatory Agency (ANRE), the share of local electricity production in Moldova amounted to about 43% of the 3,153 TWh supplied to end-users. Of the 1,358 TWh of electricity produced in the country during this period, 68% was from renewable sources, and 32% was produced in cogeneration mode at municipal thermal power plants.

The study shows that solar generation accounted for 44% of the total renewable electricity generation in the country, followed by wind power (19%), the Kostesti hydroelectric power plant (4%) and biogas (1%).

ANRE reported that, for the first time in Moldova’s history, the output of PV plants exceeded the output of gas- or oil-fired thermal power plants in nine months.

In January-September, local renewable sources generated about 0,920 TWh, which is more than 29% of the electricity supplied to end users during this period.

Photovoltaic plants accounted for 65% of renewable energy production, generating 0.596 TWh, including 0.120 TWh transferred to the distribution grid by consumers participating in net metering and net billing schemes. Wind power ranked second with 27% and 0.253 TWh, while hydropower accounted for about 7% or 0.059 TWh.

Data from the energy ministry showed that by the end of October, installed renewable energy capacity reached 932.8 MW, 35.3 MW more than in September and 353.4 MW above the level recorded at the end of 2024. The ministry said the sector has grown rapidly over the past five years, with installed capacity increasing from 77.4 MW in 2020 to the current level, representing a twelvefold increase.

Photovoltaic capacity dominates the generation mix with 665.4 MW, or 71% of the total. Wind plants account for 243.5 MW (26%), hydroelectric plants 16.75 MW (2%), and biogas plants 7.16 MW (1%).

The ministry noted that almost half of the installed capacity operates under regulated support mechanisms. Prosumers account for 182.9 MW through 8,240 active systems, while other supported projects operate under fixed tariffs and prices. A total of 424.9 MW are supported by government instruments, while 507.9 MW operate in the free market.

In the free market segment, 275.09 MW is PV, 216.29 MW is wind power and 16.50 MW is hydroelectric.

The ministry described the 55% share operating in the open market as a signal of the maturity of the sector. It added that the current growth rate contributes to the 2030 targets of a renewable energy share of at least 27% of gross final consumption and a renewable electricity share of at least 31.2% of gross final consumption.
