From November 1, Moldova will become part of the European customs network

Starting from November 1, 2025, the Republic of Moldova will become part of the single European customs network through the application of the New Computerized Transit System (NCTS) - a modern digital tool that allows managing and controlling in real time the transit of goods between EU member states, EFTA countries and other parties to the Convention on Common Transit Procedure, - Logos Press reports.

Accordingly, in order to ensure full compliance of national procedures with European standards, the Customs Service has developed and approved by Order No. 431-O of 08.10.2025 the Methodological norms of transit declaration processing, which will enter into force on November 1, 2025.

This document regulates a number of technical and operational changes aimed at ensuring full compatibility of Moldovan customs processes with NCTS (P6) system requirements.

The main provisions include: providing the procedure holder with a 3-day deadline to correct minor discrepancies identified; automatic assignment of the Movement Registration Number (MRN), which simplifies the registration and tracking of declarations; mandatory attachment of accompanying documents (CMR, invoice) when submitting an electronic declaration; completion and clarification of the rollback procedure to ensure the continuity of customs activities in case of IT system unavailability; automation of operational processes at the level of the customs office; and, in addition, the introduction of a new system for the processing of customs declarations.

“The implementation of NCTS marks an important stage in the modernization of the customs system of the Republic of Moldova. We are connecting to a single European network based on digitalization, transparency and cooperation, which will make procedures faster and safer for all participants in international trade. This is an important institutional achievement, confirming our firm commitment to European standards and modern customs services focused on efficiency and trust,” said Alexandru Iacub, Director of the Customs Service.

The implementation of these rules represents a decisive stage in the process of Moldova’s accession to the Convention on Common Transit Procedure and the Convention on the Facilitation of Formalities in Trade in Goods, based on the principles of interoperability and digitalization of the NCTS system.
