First steps towards decentralization of clean energy

Two rural communes and two high-rise apartment buildings in the capital will be the first communities in Moldova to use renewable energy sources, Logos Press reported.

First steps towards decentralization of clean energy

This is an important step in Moldova’s transition to clean and decentralized energy and a response to the challenges of high energy prices and dependence on external sources.

The selection of energy communities was supported by three non-governmental organizations: EcoVisio, ACSA and Green City Lab Moldova, which were engaged by UNDP Moldova to support the process. They conducted information campaigns in several localities to promote the benefits of an energy community and explain the steps of its establishment and operation. The selected communities demonstrated a high interest and diversity of potential participants, including local enterprises, government institutions, households in energy-independent situations, and the necessary technical capacity.

In Loganesti commune of Hincesti district, the high interest of residents and the diversity of participants – several households, public institutions, local businesses – provide a strong basis for the establishment of an energy community.

The village of Cociulia in Cantemir district stands out for its attention to energy vulnerable households, availability of wastewater treatment plants, community center, and community willingness to co-finance. This initiative will significantly reduce energy costs for local families. The UNDP project will develop technical documentation and install a photovoltaic plant adapted to the needs of the community.

Two residential buildings in Chisinau have also been selected to test the energy community model in an urban environment. The project will demonstrate how residents, through association and their own contribution, can reduce their monthly energy costs and participate in the energy transition.

These communities will receive technical and legal support during the formal establishment process as well as co-financing for the purchase of the necessary equipment. The process is carried out in accordance with national regulations and European standards in this field.

The first green energy communities in the Republic of Moldova are supported by UNDP, Sweden and Norway in partnership with the Ministry of Energy, the Public Services Agency and the National Energy Regulatory Agency.
