Expert-Grup: Election programs – a lot of populism, little realism

The election programs of the political parties running in the 2025 parliamentary elections are full of populist promises with a low probability of implementation and no clear financial coverage, Logos Press reported.

This conclusion was reached by the independent analytical center Expert-Grup. According to the report, programs are often superficial, formal and lack impact analysis, clear sources of funding and monitoring indicators. Most of the promises are unrealistic, imply a serious burden on the budget and are presented without taking into account the financial realities of the state. In addition, programs often combine mutually exclusive measures – for example, large-scale investments along with tax breaks.

The Party of Action and Solidarity (PAS), for example, promises to double exports of domestic goods and services by 2030, which is especially important against the backdrop of a critical current account deficit, which reached 26% of GDP in the first quarter of 2025. Subject to effective implementation, government intervention is considered “justified”.

The proposal of the Patriotic Bloc (Socialists, Communists, Heart and Future of Moldova) to create 18 multifunctional industrial platforms in district centers is also mentioned as an example of promises with “high relevance”. The idea meets the need for balanced regional development, although the realization of all 18 platforms simultaneously looks unrealistic. The experts recommend a step-by-step approach depending on the potential of the regions.

“Our Party” received a positive assessment for its proposal to ensure the stability of tax legislation – the most important condition for business development and investment attraction. This measure was recognized as both timely and feasible.

The “Alternative” bloc promises to reduce the gap in salaries between officials and key specialists – teachers, doctors and social workers – through tax incentives from January 1, 2026. Experts believe that the proposal has high relevance, but the details are unclear and the measures may have a negative impact on the budget.

Among the examples with low relevance is the proposal of the Patriotic Bloc to lower the retirement age to 57 for women and 62 for men. Expert-Grup notes that this will lead to a reduction in pension savings and increase the burden on the pension system.

The Alternative bloc proposes to return to the outdated patent system for small traders, abolished in 2023. Experts warn that this will lead to an increase in the shadow economy and unfair competition, especially given the positive effect of the new self-employment system.

“Our Party” proposes to create a National Development Fund, which will issue mortgage loans to young professionals at 0% per annum. However, such an initiative may duplicate the already existing state program “Prima Casă”, which could be simply expanded and adapted,” the authors of the study believe.

At the same time, Expert-Grup did not identify any promises with low relevance in the PAS program.

In total, the authors studied 10 key socio-economic promises each in the programs of 8 parties and electoral blocs. In conclusion, they called on political parties to be more responsible when formulating election promises and to provide citizens with access to reliable and complete information.
