
Most of the funds were spent on campaign materials (51%) and advertising (35%). The Action and Solidarity Party (PAS) declared the largest expenditures – 41% of the total declared expenditures. It is followed by the Patriotic Bloc (19%), Alternativa Bloc (10%) and Our Party (9%).
This is stated in the third report of the Promo-LEX Parliamentary Election Observation Mission. The monitoring period covered is from August 29 to September 10, 2025.
PAS is also the leader in terms of the amount of income declared in the special account opened for elections – 33% of the total amount. It is followed by the electoral bloc Alternativa (16%), Patriotic Bloc (15%) and “Our Party” – 14%.
In total, as of September 8, 21 out of 23 electoral contestants opened special accounts and 19 submitted financial reports.
The total declared income amounted to about 28.4 million lei, with the bulk coming from donations from individuals (47%) and transfers from parties’ current accounts (37%).
Civic monitoring of campaign financing revealed discrepancies between the official reporting and actual expenditures. More than 1.3 million lei of undeclared funds were found in 14 contestants.
The Promo-LEX observation mission recorded 52 cases of misuse of administrative resources. Most of them concerned the PAS party, through the use of public institutions and the involvement of civil servants in the electoral campaign. In addition, two cases of probable bribery of voters were recorded (BP Victoria and PPNOI), as well as the involvement of religious cults in the campaign – at least four such incidents were documented.
Overall, experts assessed the current election campaign to be more dynamic than the 2021 elections. During the reporting period, 1,487 campaign activities were recorded, most of which consisted of the distribution of informational materials and meetings with voters. The most active participants were PAS, Patriotic Bloc and Alternativa Bloc.
Promo-LEX promised to ensure monitoring of the electoral process in the country and abroad on September 28, including observation of all polling stations set up for voters from the Transnistrian region and about 100 polling stations opened abroad.
