
The most productive was the last plenary session – of July 10, when more than 70 normative acts were voted.
The Promo-LEX Association’s monitoring revealed serious violations that affected the transparency, predictability and quality of the legislative process during this session. Among them: violation of transparency: from 25% to 65% of the projects were adopted without publishing key documents or without respecting the deadlines for public consultations; frequent and significant changes in the agenda (from 100% to 340%); some projects received the status of “priority” without legal justification. Among “unusual incidents” Promo-Lex notes “inadequate behavior of some deputies”, which resulted in disciplinary measures – restriction of participation in meetings or deprivation of speech.
The Parliament of the XI convocation ended its mandate on July 11, 2025, but until the convocation of a new composition, the legislative body can fully perform the functions of representation, control and internal organization. The legislative function is limited, with only ordinary laws, ordinances and resolutions allowed.
According to the Rules of Parliament, the legislature meets in two ordinary sessions per year. The spring session starts in February and cannot last beyond July. The fall session starts in September and cannot last beyond December. Outside of regular sessions, the parliament may convene for extraordinary or special sessions upon the request of the president, the speaker of the parliament or one third of the deputies.
