The relevant decision on its establishment and functioning was approved by the government in a meeting held on May 7, 2025.
The press service of the Finance Ministry specified that the new structure is meant to ensure a more transparent use of public and external financial means. It is authorized to coordinate the actions of responsible institutions in case of suspicions or irregularities. In addition, the new system will be obliged to take preventive actions to prevent such crimes.
Presenting the project, Finance Minister Victoria Belous said that the NCBM is a support structure in the field of combating fraud at the national level. It should ensure adequate and immediate action in case of obvious signs of irregularities and reasonable suspicion of financial fraud.
The State Inspectorate of Financial Control, subordinate to the Ministry of Finance, has been designated as a subdivision of the National Anti-Fraud System and the contact point for the new structure’s cooperation with the European Anti-Fraud Office (OLAF).
At the same meeting, the government approved the appointment of Victoria Cuzhba as director of the State Inspectorate for Financial Control. She will take office starting from May 12, 2025. The new management of the institution is tasked with ensuring a more transparent planning of the control activity, based on risk analysis. It will also speed up inspections in suspicious cases and quickly transfer to the judicial authorities cases related to possible violations in the management of budgetary funds.
