The EU has introduced the ICS2 Import Control System

Road transport operators from April 1, 2025 are obliged to submit the import customs declaration (ENS) for goods destined for the EU or for transit through the EU states in electronic format before the arrival of goods at the border, - reports Logos Press.

The EU has introduced the ICS2 Import Control System

The declaration is submitted through the Import Control System 2 (ICS2). According to the National Road Transport Agency, compared to the customs declaration submitted before the implementation of ICS2, the ENS declaration must include additional data: buyer and seller information, six-digit commodity code, etc.

ENS filing can be done directly by transport operators through their own information system connected to the Shared Trader Portal (STP), using the services of customs brokers (provided they are connected to ICS2) or IT service providers.

To submit ENS declarations through the Shared Trader Portal, the sender must be registered in the Uniform user management & digital signatures (UUM&DS) system.

For transport operators, an EORI (Economic Operators Registration and Identification) number is required for filing ENS declarations, regardless of whether the declaration is filed by carriers, IT service providers or customs brokers.

The EORI number is a unique number in the EU that Customs authorities assign to businesses for use in Customs operations within the Union.

The ICS2 system is designed not only for imports of goods brought into the EU by road, but also by rail, air and sea.

The ICS2 import control system is designed to improve the security of international transportation of goods and the supply chain. Based on the ENS declaration, all goods are analyzed in terms of security risks and more targeted controls are applied to them. The system helps to better identify high-risk shipments and intervene at the most appropriate place in the supply chain.
