The bill establishes requirements for ATMs and payment terminals, ticket and flight check-in kiosks, e-books, certain types of computer equipment, and digital services. The new rules will also affect consumer banking services, e-commerce, electronic communications services, and certain types of passenger transportation.
Specific requirements will also apply to the 112 emergency number. These are designed to ensure that people with disabilities can access emergency services on an equal footing with others.
A five-year transition period is provided for businesses. Service contracts entered into before the law takes effect may remain in force until their expiration, but for no longer than five years. Self-service terminals that are already in place may also continue to be used—for no more than 20 years from the date they were put into operation.
According to the bill, the new rules are set to take effect on January 1, 2028. Administrative fines are provided for noncompliance with accessibility requirements.
Public consultations on the bill will take place on August 19 in parliament. They are being organized by the Committee on Economy, Budget, and Finance and the Committee on European Integration.
