Valerii Borovyk, founder of First Contact, a defense contractor, emphasized this during an appearance on the FREEDOM TV channel, commenting on one of President Donald Trump’s recent statements that he was unsure whether to grant Ukraine a license to manufacture Patriot missiles, according to uatv.ua.
“Trump doesn’t issue the license—the manufacturers do. Lockheed Martin has now confirmed that they are ready to discuss this. But the Patriot is a complex system, and there are certain components that are manufactured by other companies,” Borovyk noted.
He emphasized that one of the main issues remains the position of Boeing, which manufactures the homing heads for Patriot missiles and is not yet ready to transfer the relevant licenses.
“There is a seeker head manufactured by Boeing, and this is precisely where the problem lies—the company is not yet ready to transfer this license. Therefore, when statements emerged that Ukraine would immediately receive all the technology, I said that the legal part of the process would take a month or two, or even longer. We need to finalize agreements between the companies and obtain government approval for the technology transfer,” explained the founder of First Contact, a defense contractor.
According to Borovik, the transfer of Patriot technology to Ukraine could take various forms—ranging from licensed production of individual components to the transfer of technical solutions for independent manufacturing.
“This could involve either a manufacturer’s license or a technology transfer so that Ukraine can independently produce certain components. But this is only the beginning of a long journey—complex legal, political, and technical negotiations lie ahead,” Valerii Borovyk concluded.
