Parliament to Ratify Agreement to Launch an Electronic Pledge Registry

Parliament will ratify an amendment to the financing agreements with the World Bank (WB), which will make it possible to secure a grant of $350,000 to develop the “Register of Security Interests in Movable Property” information system.

The amendment provides for the addition of a new component to the Project to Enhance the Competitiveness of Micro, Small, and Medium-Sized Enterprises, aimed at creating and implementing a digital registry for the registration and publication of security interests in movable property.

The Ministry of Justice will be the primary beneficiary of the project. Funds will be allocated to developing the technical concept for the registry, preparing technical requirements for the software, developing and testing the system, and strengthening capacity for managing the platform.

As Logos Press previously reported, the new system will simplify procedures for businesses, reduce the time and costs associated with registering security interests in movable property, and enhance the legal protection of economic transactions.

The grant is provided under the “Growth, Sustainability, and Opportunities for Prosperity in Moldova” (M-Grow) Multi-Donor Trust Fund, managed by the World Bank Group.

Ratification of the amendment is necessary for the grant agreement to enter into force and for the project to begin. The deadline for disbursement of the funds is set for August 2, 2027.
