Ukrainian President Volodymyr Zelenskyy observed the vote at the Capitol, according to Bild.
The bill, which was introduced by the late Republican Senator Lindsey Graham, would allow U.S. President Donald Trump to impose tariffs of up to 100% on imports from countries that purchase large volumes of gas and oil from Russia. He specifically mentioned China and India, among others.
Exceptions are provided for countries that import less than 15% of their natural gas from Russia and take “significant measures” to reduce these purchases.
The bill provides for comprehensive sanctions against the Russian economy, including the energy sector, the financial sector, and the defense industry, as well as against oligarchs, businesspeople, and Kremlin leader Vladimir Putin himself.
Sponsored by Graham, it is known as the “Hellish Sanctions” bill.
