The Code of Offenses would add penalties relating to exchange offices.

The sanctions applicable to owners of exchange offices for circumventing currency transaction rules will be moved to the Contravention Code.

This action provides for the draft amendments to the Code of Offenses, prepared by the Ministry of Justice to improve the efficiency of regulation and control of entrepreneurial activity. Public discussions of the document will be held until June 23.

The measure is taken in the context of the authorities’ broader intention to expand the powers of controlling bodies, eliminate gaps and duplication of norms, as well as their actualization and clarification. It concerns sanctions for violation of rules in tax, customs, banking and other spheres.

Thus, the Code will introduce sanctions for unreasonable refusal to cancel a currency transaction and violation of the term for returning money received as part of it.

The document will also include sanctions for changing currency exchange rates during the working day when buying and/or selling cash. These are cases in which consumers were not informed of the new exchange rates prior to the start of the transaction.

This will also include fines for failure to comply with the terms of display or incorrect display of information on buying and selling rates on the advertising board.

The authors of the amendments believe that the adjustments will protect consumers from abuses and unfair practices in this area.
