The authors note that the draft was developed as part of Moldova’s commitments toward integration into the European Union with regard to combating fraud and protecting the EU’s financial interests. The deadline for implementing this measure is set for June 2026. Once the amendments are approved, the agency’s maximum staffing level will increase from 359 to 509 employees.

It is specified that the adoption of the draft resolution will entail personnel expenses from the national public budget amounting to approximately 69 million lei, which may vary depending on the pace of implementation of new responsibilities.

As a reminder, Parliament previously adopted a comprehensive reform of the National Anti-Corruption Center. The changes that have taken effect expanded its powers, introduced a third deputy director position, and granted the agency’s head the right to serve two terms.

The main goal of the reform is to clearly delineate the respective jurisdictions of the Center, the Anti-Corruption Prosecutor’s Office, and the Prosecutor’s Office for Combating Organized Crime and Special Cases (PCCOCS) in the investigation of corruption cases, financial fraud, and organized crime. Under the new rules, the Center will take on the investigation of serious and complex cases of bank fraud and money laundering.

At the same time, a draft National Program for the Modernization of the Criminal Prosecution and Investigation System in the Fight Against Corruption, Organized Crime, financial fraud, money laundering, and other illegal activities for 2026–2027 has been registered with the legislature.
