
At a public hearing chaired by Vladimir Boly, Minister of Infrastructure and Regional Development, and Mircea Pascaluță, State Secretary for Transport, the draft Road Transport Code—which is aligned with the European Union’s legal framework—was discussed. The meeting was attended by representatives of professional associations, transport operators, and the business community.
The proposed amendments provide for the full and harmonized implementation into national legislation of the Mobility Package I and relevant EU legislation, consolidating in a single regulatory act the main European rules regulating access to the profession of road transport operator, market access, and the conditions for conducting business in this sector.
Thanks to these amendments, transport operators in the Republic of Moldova will gain access to a regulatory framework compatible with that applied in the Member States of the European Union, which will facilitate access to the European market, reduce administrative barriers, and ensure more transparent and predictable conditions for competition.
The draft also provides for measures to digitize administrative processes, the use of autonomous vehicles under certain conditions, the regulation of cabotage transport, as well as stricter requirements for road safety and social protection for drivers. The new provisions also aim to recognize professional skills in accordance with European standards, which will help improve the competitiveness of the road transport sector.
During the consultations, participants analyzed the proposed changes and submitted suggestions and comments, which will be further considered during the finalization of the draft.
The Ministry of Infrastructure and Regional Development will continue the dialogue with all stakeholders to ensure a legislative framework that complies with European standards and is adapted to the realities of the transport sector.
