Service housing for military personnel will be built in Bălți

The government has approved the feasibility study for a public-private partnership (PPP) project to build housing for National Army personnel in the Bălți garrison. The project was developed by the company “LARA,” with a total investment estimated at 16.07 million euros.

The project scope includes general design work, the design and construction of a transformer substation, construction and installation work, the construction of external utility networks serving the building, site landscaping, and the construction of an above-ground parking lot.

The facility will be located on a 0.92-hectare plot at 10 Alexandru Lăpușneanu Street. This is the central part of the city with well-developed infrastructure, providing easy access to educational institutions, shopping centers, and major transportation routes.

Of the total investment, €15.64 million covers construction costs, while €430,000 covers the cost of the land plot. According to the document, the private partner will cover all construction costs. The initiative is designed to provide service housing for 24 families of National Army servicemembers.

In addition to financial indicators and strategic location, the project provides for clear technical standards and a model for cooperation between the state and the private sector. The construction cost is estimated at approximately 600 euros per square meter (excluding the cost of the land); the price per square meter of usable floor area, including the land cost, is 617 euros. This estimate is part of the economic feasibility plan, which formed the basis for the positive conclusion of the Public Property Agency.

The project will be implemented under a public-private partnership model. The Ministry of Defense, as the public partner, provides the land plot, while the private economic agent assumes full financial responsibility for the execution of the work.

In addition to 24 service apartments, the project includes the creation of social and cultural infrastructure facilities intended to serve military personnel and their families in the Bălți garrison.
