Maia Sandu demands to change legislation to launch drone production

Moldova intends to strengthen the capacity of its air defense system by developing local production of drone interception systems. President Maia Sandu said that she instructed the government to urgently prepare the necessary legislative amendments that would enable the production of these technologies.

According to the head of state, the current security situation, marked by repeated violations of Moldova’s airspace, requires decisive measures. Maia Sandu emphasized that the current regulatory framework limits the state’s possibilities to attract foreign investors with advanced UAV interception technologies. We are talking about both public-private partnership and full-fledged private investments, including foreign ones.

“I have instructed the government, especially in light of recent developments, to start drafting legislative amendments. On the one hand, the state should produce these drones and anti-drone systems, on the other hand, we should open the way for the private sector. For example, our state does not have the relevant technology and trained experts. However, there are foreign investors who already have these technologies, but the current legislation does not allow this. We do not have a law that would allow public-private partnerships or private investments – foreign or local, although the development of local ones now looks difficult,” Maia Sandu said during a podcast aired on Sunday, June 7, on the YouTube platform.

The head of state emphasized that changes should be made as soon as possible. Addressing those “who will be loudly indignant”, Sandu said that before PAS came to power in Moldova, “for the Russian Federation here, on the territory of Moldova, both state and private enterprises with Russian capital produced components for the military complex of the Russian Federation”.

“Now we will do it legally, change the legislation and try to attract investments – first of all to create public-private partnerships, but it may be possible to attract foreign investments as well. We desperately need interceptor drones to fight against drones, which are increasingly flying over the territory of our country, creating a real threat,” the president said.

“It is not easy, but the system is necessary

Maia Sandu admits that it is a difficult task, but it is vital.

“For example, there was a case when a drone was deliberately directed by Russia to fly across the whole of Moldova from north to south. This is different from cases where other drones simply crossed our airspace illegally, heading to western Ukraine to kill people there – this same drone was directed through our space deliberately. In order to shoot down such a drone, one must first of all be sure that it will not endanger people, because it can cause significant damage if it falls. In addition, suitable weather conditions are needed, as in cloudy weather the drone can hide behind a cloud. It is not easy, but it does not mean that we should not have such a system,” the President emphasized.

Maya Sandu also did not rule out that Moldova might ask Ukraine for expert support in the field of drone production technologies.
