
The Ministry of Finance in cooperation with the Center for Information Technology in Finance (CTIF) has developed the relevant Regulation on Treasury IR, which will be approved at the government meeting in the near future.
Its main objective is to optimize the existing budget execution processes by providing a modern information solution. It will provide users with a unified environment for managing payment documents, receipts, liabilities and payments in national and foreign currency, liquidity management, analytical and budget reporting, as well as placement of government securities on the domestic market.
The suppliers of data for the resource will be legal entities of public law – budgetary bodies/institutions and state bodies/institutions acting on the basis of self-government. They will be obliged to use the IR “Treasury” to submit payment documents to the regional treasuries of the Ministry of Finance.
The recipients of information will be the State Treasury, regional treasuries of the Ministry of Finance, chief financial departments of administrative-territorial units, auditors, employees of the Accounting Chamber or internal audit units, who have access to viewing payment documents within the resource without the right to change them.
To access the resource, its users (legal entities) will use exclusively the state electronic service of authentication and access control (MPass).
