The Department of Energy announced the completion of the second phase of evaluation of applications submitted under the Energy Sandbox mechanism, designed to test innovative solutions in a regulated, flexible, and future-oriented environment.
The evaluation was conducted by the Commission for Innovation Test Sites, established under Government Resolution No. 66/2025, and focused on projects with high potential to promote the digitalization of the energy sector, increase system flexibility and integrate renewable energy sources.
At the end of the second round, the following projects were selected.
Moldova VPP Sandbox: dynamic pricing and aggregation of energy producing consumers”, submitted by the consortium of Wise Agile SRL, YellowGrid International Limited and Hexpera Tech S.R.L.. The project explores ways to better integrate energy producing consumers into the system, including through flexible tariffs and smart utilization of produced energy.
“Moldova Energy Hub – BRP for Small Commercial Renewable Energy and Non-Profit Organizations,” presented by Sandrologic Grup S.R.L. The initiative offers innovative solutions to integrate small renewable energy producers and non-profit organizations into the energy market through balancing and imbalance management functions.
“SCADEX LiveGrid”, presented by SC Bluenote Communications SA, a Romanian company. The aim of the project is to test advanced technologies for monitoring and optimization of the power grid with a focus on real-time data and system resilience.
The selected projects will be implemented in test mode within the Energy Sandbox without the need for permanent changes to the regulatory framework. The obtained results and experience will be used in future regulatory decisions, development of management mechanisms and scalable solutions depending on the results obtained.
The Republic of Moldova was the first country in Central and Eastern Europe to implement a regulatory sandbox framework to stimulate innovation in the energy sector. This mechanism became operational after the Government approved on February 12, 2025 the rules for the functioning of innovation test beds.
This structure allows for controlled testing of innovative solutions and business models in a regulated environment, and participation is conditional, among other things, on having at least 7 years of relevant business experience, which is intended to ensure the maturity and operational capability of the participants.
