
The said law (No. 39/06.03.2024) is due to enter into force on January 1, 2026. According to CAPA council members, the provisions of this law could be interpreted “as forcing farmers to join the Chambers of Agriculture in order to receive subsidies or other forms of assistance from the State”. In addition, despite the fact that the law refers to the practice of functioning of the Chambers of Agriculture in a number of EU countries, “the structure proposed for the Republic of Moldova does not comply with the fundamental European principles: financial autonomy, independence from the government, real democratic representation and strictly consultative character”.
The CAPA Council asked the parliamentary factions “to initiate without delay the procedure of verifying the constitutionality of this law and to suspend its entry into force until the Constitutional Court makes a decision”.
