
This was shown by a study of eight lyceums reconstructed within the project “Modernization of Local Public Services in the Republic of Moldova” (MSPL).
The Theoretical Lyceum “Constantin Spătaru” in Leova was included in the list of beneficiaries in 2022. The costs of large-scale renovation works amounted to 3.2 million euros, the building was insulated, new windows were installed, heating, water supply and sewerage systems were renovated, and the canteen was equipped with modern equipment. Thanks to the installation of 10 kW photovoltaic panels and modernization of the lighting system, electricity and heat consumption was significantly reduced. Electricity costs have been reduced by about 50%. In addition, thermal comfort and air quality have significantly improved, providing a safe and healthy environment for more than 540 students and teachers.
In total, investments in energy efficiency of educational institutions under the MSPL project amounted to about 300 million lei. These investments pay back within 9-16 years, depending on energy prices, and in the long term contribute to reducing the financial burden on public authorities, while increasing the sustainability of infrastructure.
As an example of other energy efficiency projects implemented in Moldova with the support of EU countries, the program “Initiative for the Development of Sustainable Public Infrastructure through Energy Efficient Renovation” (INSPIREE) provides for the renovation of 30 public buildings, including 16 higher education institutions (approximately 58 thousand sqm) and 14 district hospitals (approximately 34 thousand sqm), which has a direct impact on the quality of services and reduction of energy costs.
