Ukraine wants to return the subsistence minimum to its “primary social nature”

Ukraine intends to fundamentally revise the functions of the subsistence minimum and set it at the level of the actual consumer basket, and thus return this indicator to its "primary social nature", - reports Logos Press.

Ukraine wants to return the subsistence minimum to its “primary social nature”

As according to According to the Economic Pravda newspaper, the Verkhovna Rada has already adopted relevant draft laws in this regard. Ukrainian Minister of Social Policy, Family and Unity Denys Ulyutin explained that currently the subsistence minimum is used as a calculation value for a large number of payments, which does not correspond to its social purpose.

In order to return the subsistence minimum to its original meaning, several bills have been submitted to the Rada – №13466, 13467, 13468 and 13469. They provide for the introduction of the basic value as a conditional monetary unit, which has no social burden. This will create an opportunity to increase the subsistence minimum and bring it closer to the actual subsistence minimum.

“Until the adoption of this initiative, we can not carry out a revision of the subsistence minimum, because it will create significant pressure on the budgets of social funds and other budgets,” the publication quotes Denis Ulyutin.

Living wage and minimum wage in Ukraine are planned to change for the first time since 2024. They were not revised in 2025. Therefore, along with the change in the “status” of the subsistence minimum, the Ukrainian authorities plan to increase its size and the minimum wage.

The general subsistence minimum is proposed to increase by 9.9% – from 2920 to 3209 hryvnia (at the exchange rate of the National Bank of Moldova – from 1182 to 1299 lei). The subsistence minimum for able-bodied persons (from 3028 to 3328 hryvnia), as well as for persons who have lost the ability to work (from 2361 to 2595 hryvnia) will increase by the same percentage. The minimum wage will also be revised upward – from 8,000 to 8,647 hryvnias (an 8% increase).
