
In addition, these lucky people (1 million citizens), besides the free signature and the identification card itself (it is also free of charge for them), will also receive a smart card reader free of charge. It will be available, among other things, when obtaining the identification card at Moldovan diplomatic missions and consular offices.
Those who have the right to privileges for the issuance of identification cards (they are listed in item 2 of Annex No. 3 of PP No. 966/2020 “On services provided by the Public Services Agency”) are exempted from paying for the public key certification service. Such certificate is valid for one year. Beneficiaries also receive smart card readers free of charge.
It is important to note that the requested validity period of the public key certificate cannot exceed the validity period of the identification card.
The cost of this ride of unprecedented generosity, according to its profile, will be covered by the revenues of the Information Technology and Cyber Security Service and the Public Services Agency, derived from the provision of other services or from other sources.
Thanks to the fact that the identification card will contain an electronic signature, its holder will be able to authenticate in the information systems of public institutions to request various electronic public services (banking, fiscal, social, financial, educational, etc.) without having to wait in queues at the cashier’s desk.
Citizens will be able to sign official documents, requests or declarations without visiting the offices of state institutions. Also, our fellow citizens living abroad will have remote access to electronic government services.
In time, identification cards will be used not only on the territory of Moldova. Their holders will have access to the EU digital single market through mutual recognition of key elements such as electronic identification, electronic documents, electronic signatures and electronic distribution services. They will be able to authenticate and sign electronic documents and contracts that will be valid and recognized in the EU.
