Moldova to impose VAT and excise duties on Transnistrian imports

Imports of caviar, furs, pearls, and gadgets into Transnistria will no longer be eligible for tax exemptions starting September 1

Starting September 1, pearls, furs, caviar, and a number of other goods imported into Moldova by economic agents registered in Transnistria will be subject to VAT and, where applicable, excise taxes. This measure is provided for in a draft government resolution prepared by the Ministry of Finance.

Thus, effective September 1, the following will be subject to the new rules:

  • caviar and caviar substitutes;
  • alcoholic beverages, including wine;
  • tobacco and tobacco substitutes, as well as nicotine-containing products;
  • perfumes and colognes;
  • fireworks;
  • furs and fur products;
  • natural and cultured pearls;
  • precious and semi-precious stones;
  • jewelry;
  • precious metal ores, precious metals, and articles made thereof;
  • ores, concentrates, slag, and ash of certain types;
  • vehicles;
  • telephones and data transmission equipment;
  • computers and other computing equipment.

However, later deadlines are provided for certain categories. Starting January 1, 2027, the new rules will apply to sweetened and flavored non-alcoholic beverages, certain types of ores and concentrates, metals and metal products, kaolin and other clays, as well as petroleum products and other goods in this category. Starting April 1, 2027, VAT and excise taxes will apply to imports of natural gas and electricity.

For goods not included in the established list, the draft provides for the possibility of customs clearance without the collection of VAT and excise taxes, provided they are imported into the Transnistrian region as part of a direct foreign trade transaction and remain within the region’s territory.

On Friday, an informational session was held on the platform of the Chamber of Commerce and Industry of the Republic of Moldova for economic agents from both banks of the Dniester. During the event, the legislative provisions applicable to goods imported into the Republic of Moldova were presented, as well as the requirements and procedures related to import and export operations.

The application of VAT and excise taxes, as well as the elimination of tax exemptions, will take place gradually. All existing exemptions must be fully abolished by January 1, 2030. The goal is to unify the tax and customs regimes on both banks of the Dniester, ensure a level playing field, and fully integrate the Transnistrian region into the economic space of the Republic of Moldova.
