To this end, the Ministry of Education and Research proposes to introduce a new module into the existing Higher Education Management Information System (SIMÎS).
The “Graduate Employment Monitoring” system will track graduates’ professional activities for three years after they complete their studies. It will determine their status—employed, unemployed, withdrawn from the labor market, presence in Moldova—as well as the proportion of graduates who have been outside the country for more than six months.
The module will be able to automatically match a graduate’s education to their actual occupation in accordance with the Republic of Moldova’s Classification of Occupations (CORM). This will make it possible to assess the relevance of their education to labor market demands. It will also calculate indicators such as the degree to which a graduate’s major matches their current position, the proportion of graduates with two or more employment contracts, and other employment indicators.
In addition to educational information, SIMÎS will contain data on employers, including their IDNO, form of ownership and type of activity, type of employment relationship, and so on.
Currently, Moldova lacks a similar tool for assessing the labor market. Higher education institutions carry out this work in collaboration with employers; however, the absence of a unified platform prevents the standardization of data collection and the cross-referencing of educational information with employment data.
Development of the new module is scheduled for 2026–2027 and will be funded under the World Bank’s “Higher Education in Moldova” project.
