Parliament approved the creation of a commission on Ukraine’s claims

According to the document, which Logos Press has previously reported on, the Commission will function as a specialized administrative body. Its tasks include reviewing claims for compensation for damage, losses, or harm caused by actions of the Russian Federation in Ukraine or against Ukraine that are unlawful under international law.

This refers to damage caused beginning on February 24, 2022, on the territory of Ukraine, in its airspace, internal waters, and territorial sea, as well as in its exclusive economic zone, or in relation to aircraft and vessels under the jurisdiction of Ukraine.

All affected individuals and legal entities, as well as the State of Ukraine itself—including local public administration bodies and state-controlled entities—will be able to file claims.

Lilian Apostol, State Secretary of the Ministry of Justice, has been delegated to represent the Republic of Moldova on this commission.

“This mechanism establishes accountability for gross acts of aggression. Of course, the Republic of Moldova’s interest in acceding to this convention stems from the very essence of the matter. And it is not only because Moldova has suffered—which no one doubts—but also because of our moral and ethical duty to international law and the rule of law. No state that commits atrocities should go unpunished,” he emphasized.

The convention will remain in force for at least 10 years, with the possibility of extension for subsequent five-year periods by a decision of three-quarters of the total number of participating states.

The Republic of Moldova will pay annual contributions to the Commission’s budget until the Russian Federation actually assumes these expenses. Although the final budget and payment schedule have not yet been determined, Moldova’s estimated contribution will amount to 0.4016% of the total budget of this international organization.
