Starting January 1, 2027, real estate appraisers will be required to hold a certificate of professional competence. To obtain it, applicants must submit an electronic application signed with a qualified electronic signature to the Agency for Geodesy, Cartography, and Cadastre via the national government services portal.
The application must be accompanied by a copy of the applicant’s higher education diploma and a document confirming at least one year of work experience in Moldova as a practicing appraiser or trainee, as well as a statement confirming no criminal convictions in this field over the past 5 years.
In connection with the development of new procedures, the Regulations on the Certification of Specialists in the Fields of Geodesy, cartography, topographic surveying, geoinformatics, real estate appraisal, and cadastre, provisions regulating the issuance of certificates in the field of real estate appraisal will be introduced.
In addition, the regulations will be supplemented with provisions regarding the inclusion of representatives from academia and civil society on certification commissions.
A representative of civil society must hold a higher education degree in “Architecture and Construction” or “Economic Sciences,” at least 10 years of experience in this field, and be an active member of a nonprofit organization in Moldova, among other requirements.
