Moldova has at least 16 different tax regimes for income tax alone, the beneficiaries of which are often the richest people, the minister said.

“When I came to office, I found at least 16 tax regimes in the Tax Code. These relate to the calculation and payment of taxes on income or on wages. There are actually many more types of changes and modifications.”

Havrilice did not rule out that a number of regimes were introduced intentionally in the interests of specific economic entities for political patronage.

“There are 16 tax regimes – divided by professions, for commercial activities, for patents, etc. Our goal is to bring order so that it is clear understandable for everyone. Because now we have white people, yellow people and everyone else.”

The minister suggested that teachers, police officers and doctors pay the most taxes.

“When we talk about a reduced rate, about exemptions – then they are uncontrollable and the biggest beneficiaries are the richest citizens.”

He said the main goal of tax reforms should be to simplify and standardize the rules so that all taxpayers receive fair relief. At the same time, government support should be targeted at those sectors or social categories that really need it.
