The inspections concerned activities carried out in the period 2023-2024 by I.C.S. “Premier Energy Distribution”, S.A. “Red-Nord” and Î.S. “Moldelectrica”. “Red-Nord and Î.S. Moldelectrica. The actions were initiated on the basis of reports by the Information and Security Service (ISS), which revealed numerous violations of procedural norms.

Among the most serious violations: issuance of permits without land title documents; in many cases, projects were approved without legally registered ownership or lease deeds; inadequate documentation and insufficient space to accommodate the declared capacities; extension of permits without legal grounds, in the absence of technical designs and real progress.

Also on the list are disregard for the chronological principle of “first come, first served,” unjustified preference for certain requests, and illegal transfer of permits between legal entities disguised as a change of shareholders.

All three operators are ordered to correct internal procedures, eliminate any preferential practices and, within three months, submit to ANRE a detailed report on the implementation of corrective measures.
