Moldova moves to simplify rules for IT and e-commerce companies

The government is making things easier for the IT and e-commerce sectors

The Ministry of Economic Development and Digitalization has launched public consultations on a comprehensive package of legislative initiatives designed to accelerate the digital transformation of the economy by removing administrative, fiscal, and operational barriers.

This initiative aims to modernize the economic infrastructure and bring national legislation into line with European Union standards. The main goal of the project is to reduce companies’ compliance costs and to stimulate investment in the digital sector and e-commerce.

The document proposes a number of specific measures to reduce bureaucracy in the business environment. In particular, VAT refund procedures in the e-commerce sector are being simplified by recognizing transport documents with electronic signatures. In addition, e-commerce operators without physical retail spaces will be exempt from paying fixed local taxes.

The new rules also provide fiscal clarity regarding trade via social media platforms (Instagram/Facebook Shop), establish a legal framework for conducting business using the dropshipping model, and define a clear methodology for accounting for revenue generated through international platforms such as Google Play and the App Store.

With regard to internal business processes, the authorities propose fully transitioning document archiving to a digital format, which will allow companies to eliminate paper records. The ability to maintain and store occupational health and safety (SSM) training records electronically is also being introduced.

The financial technology (FinTech) sector will receive a boost thanks to the introduction of a simplified regime for “small payment institutions” with reduced capital requirements. In addition, there are plans to open up the market for qualified electronic signatures, which will provide access to private providers from EU countries. At the same time, the legislative package includes the creation of online tools to check the availability of company names, as well as mechanisms to protect businesses from unfounded claims and refunds.

As noted by the ministry, this initiative is the result of a broad public-private dialogue organized under the auspices of the Economic Council under the Prime Minister, with strategic support from the “Innovate Moldova” project. Government agencies, business representatives, professional associations, and all interested parties are invited to submit proposals for refining these measures.
