
Data from the insurance sector (National Bureau of Statistics) indicate that, during the period in question, insurance companies collected gross premiums written for fire-related risks amounting to 845.9 million lei, while fire-related claims paid amounted to only 271.2 million lei, indicating a low level of risk coverage and the need to expand insurance mechanisms.
To this end, a draft amendment to the Law on Fire Protection and the Law on Civil Protection has been developed. In particular, it proposes the introduction of a disaster insurance mechanism as a complementary financial protection tool, applicable in accordance with insurance legislation.
It is also proposed to establish an obligation for construction and installation designers to participate in training courses organized by the IGSU in the field of fire safety for buildings.
Broadly speaking, the draft provides for the reconfiguration of the institutional architecture and functional roles by strengthening the role of the Ministry of Internal Affairs and the IGSU as the competent national authority in the field of civil protection; regulating institutional coordination mechanisms and defining the roles of the authorities involved.
The draft is to be reviewed at a meeting of the Cabinet of Ministers.
