“Suspension of car registration is not a tightening of sanctions, but an alternative” – Alexandru Bezhan

Moldova will introduce a mechanism of temporary suspension of state registration of motor vehicles that do not meet technical requirements or pose a threat to road safety. The relevant draft law was adopted by the Parliament in the first reading.

State Secretary of the Ministry of Interior Alexandru Bejan said that the new mechanism is not aimed at increasing penalties, but at providing an alternative to fix identified technical faults in cars.

“Until now we had no alternative and we were obliged to apply sanctions. Now we are proposing norms that give the car owner the opportunity to eliminate deficiencies or, if the validity of the technical inspection has expired, to correct the situation. We are not talking about tougher sanctions.

According to the official, 23 to 25 thousand cases of driving cars with expired inspection are recorded annually.

“The project does not solve the problem 100%, but eliminates most of it. Among other things, it creates prerequisites for solving the situation with abandoned cars. We are talking about a whole range of processes that will be considered and settled on the basis of these provisions,” said Alexandru Bejan.

“Categorically, rights are not violated.”

The document stipulates that information on the suspension of registration will be automatically entered into the State Register of Vehicles and transferred between competent authorities through information systems.

“No citizen’s rights are restricted and he will categorically not have to re-register the car. Changes are made exclusively in the electronic register, and as soon as the car owner presents the document on passing the technical inspection – the restriction is immediately removed,” the state secretary explained.

Recall, according to the project, the use of a vehicle with technical defects on public roads will be temporarily prohibited until the periodic technical inspection or elimination of identified defects. At the same time, registration will not be canceled definitively, and owners will not be obliged to re-register the car after the elimination of faults.

Drivers will be given 30 calendar days to have their vehicle inspected or repaired. Upon receipt of the inspection certificate, the registration suspension will be lifted automatically.
