The applications were considered in the period from April 1 to May 7, 2026 in the context of the declared crisis on the local market of crude oil and petroleum products.
Crisis situation due to the conflict in the Middle East
The Romanian government declared a crisis state for the period from April 1 to June 30, 2026 amid rising prices and global supply problems caused by the conflict between the US and Israel on the one hand and Iran on the other.
The war in Iran led to the blockade of the Strait of Hormuz and damage to key refining facilities in the Middle East, affecting global trade in crude oil and petroleum products. During this period, Romanian legislation made exports of diesel fuel and crude oil subject to prior authorization by the Ministry of Economy and the Ministry of Energy.
The permits are issued only if the economic operators can prove that the exports do not affect the national fuel stocks for refueling stations or depots.
Out of 31 export applications, 30 have been approved, with the last one under analysis
According to the Ministry of Economy, as of May 7, 2026, 31 applications for the export or intra-union supply of diesel fuel have been analyzed.
The submitted documents were examined according to the procedure for issuing preliminary agreements, and the following approvals were issued:
– 11 agreements for the export of diesel fuel produced in Romania to countries such as the Republic of Moldova, Bulgaria, Georgia and Ukraine;
– 19 agreements for the re-export of diesel fuel from third countries such as Saudi Arabia, Italy and Turkey to countries such as Ukraine, Serbia and the Republic of Moldova.
