
The METRIX tool was developed as a “translator” between the needs of the business environment and government decisions, providing a reliable database for the development of effective public policy.
Companies’ opinion ofthe businessclimate hasimproved
The third edition of the survey revealed the dual dynamics of the national economy. On the one hand, macroeconomic indicators related to competitiveness and productivity point to a downturn due to fluctuations in the labor market and price increases in the energy sector. On the other hand – the general opinion of companies about the business climate has improved.
Seven out of ten economic parameters analyzed received higher scores than in the previous survey. Approximately 38% of surveyed companies assess the current business environment as good or very good, and more than 30% expect positive dynamics in the next 12 months.
Among the areas with high “ratings” are digitalization and e-government services with an approval level of over 90%. Traditionally, business also perceives the tax sphere – fiscal policy and administration – positively (over 60%).
Labor shortage and delays in the judicial system
On the other hand, labor shortages and delays in the judicial system remain the most acute sources of concern for investors.
“We are not talking about a crisis, but about a signal indicating the need for the authorities to pay attention to fundamental structural problems,” explained Alexandru Gozun, president of the American Chamber of Commerce in Moldova, while presenting the results of the survey. – The good news is that the entrepreneurial mood is returning to positivity, and this optimism, backed by predictability, can become an engine capable of attracting new investments”.
The development and implementation of the METRIX tool was supported by international partners, in particular the Embassy of the Kingdom of the Netherlands in Chisinau.
“Initiatives like METRIX are more important than ever in a world marked by geopolitical and economic uncertainty,” emphasized Maaike Keyser, Deputy Head of the Dutch Embassy. – The voice of companies must be heard and their concerns taken into account in the decision-making process.
Thus, European integration is supported by the business community, but companies face difficulties in the process of implementation and adaptation to the new European norms, requiring more active support, debureaucratization and real consultation from the state.
This year, the launch of the survey coincided with AmCham’s 20th anniversary in Moldova.
