According to Eugeniu Osmochescu, Deputy Prime Minister and Minister of Economic Development and Digitalization, the main goal of the program is to simplify the rules of operation for companies and to create a clearer and more efficient system “all the way from entering the market, to working in it and leaving it.”

He noted that the measures will help reduce bureaucratic interaction between entrepreneurs and government agencies, as well as reduce the shadow economy and corruption risks. The actions are planned to be implemented over the next three years.

“The program, in fact, was launched through actions we took back in December 2025, but we decided to present it now, in 2026, because we are coming out with new, more significant, initiatives and legislative packages. At that time, we talked about savings for the private sector of about 264 million lei as a result of legislative changes and regulations. Now, if we implement everything we plan, we are talking about savings of 5 billion lei for the private sector in one year,” Osmochescu said on TVR Moldova.

According to the minister, the reforms will differ depending on the sector. Thus, the IT sector is considered to be more flexible in terms of entry and exit from the market, while sectors like construction, production or agriculture require more complicated procedures.

“In HoReCa, for example, where accommodation, restaurants, transport and small-scale production are combined, it all forms a single complex and requires more efficient processes, also through digitalization. We are not just talking about a mechanical reduction of procedures, but about increasing their efficiency, which will lead to less corruption, less interaction between entrepreneurs and the state and, accordingly, a reduction in the shadow economy,” the minister said, adding that the details of the Reușim program will be presented soon at a special press conference.
