
In this context, the Union of Real Estate Agencies (UAI) submitted to the Parliament of the Republic of Moldova a number of proposals to unblock the legal real estate market.
What does UAI see as the root of the problem?
The Union of Real Estate Agencies draws the attention of parliamentarians to the fact that in the same year 2025, the banking sector reported a record profit of about 5 billion lei. UAI emphasized that the problem is not the profit itself, but the existing mechanism, which limits the choice of buyers and directs the market almost exclusively towards lending. There is a confusion of roles and uneven application of requirements.
The blockage of the real estate market is exacerbated by a ceiling of 60,000 euros in cash when buying an apartment, verification of the origin of the money for only 2 years, no uniform procedure and no clear response time. Real estate agencies claim that with this, a significant part of transactions are stopped before official rejection (verbal blocking at the notary or bank), which is not reflected in official statistics.
How to get out of this situation?
UAI proposals submitted to Parliament (package, without loosening control):
- Extending the period for justifying the origin of funds for home purchases to 5-6 years;
- Increasing the cash limit to €200,000 with clear and uniform rules;
- Statement of personal liability plus a minimum set of evidence accepted by notaries and banks uniformly;
- A uniform procedure and a maximum response time of 3 working days to prevent transactions from being canceled.
UAI proposes the establishment of a joint working group composed of representatives of the Parliament, Ministry of Finance, NBM, Anti-Money Laundering Service, Chamber of Notaries and UAI.
The goal is to create a functional legal market, while exercising effective control and real access to housing, so that citizens with legally earned money can buy a home without being suspected a priori.
“We are not demanding a relaxation of controls. We demand proportionate, clear and enforceable rules so that the legal market can function and access to housing becomes real,” said Andrian Toderascu, founder of the Union of Real Estate Agencies.
