New mechanism for importing sugar on preferential terms

From January 1, 2026, economic entities in the processing industry that use sugar in the production process can benefit from a reduced customs duty of 10% on sugar imports within a quota of 3,000 tons allocated directly to producers, excluding import intermediaries.

This benefit is provided by Government Decision No. 683/2025 on the management of tariff quotas for imports of sugar and sugar products and is granted based on the expert opinion of the Chamber of Commerce and Industry of the Republic of Moldova. Thus, in order to benefit from this privilege, the companies must submit to the customs authorities a certificate of product quality issued by the CCI of the Republic of Moldova in accordance with the approved regulation.

The new mechanism of granting import quotas was approved by the Government after consultations and dialog with the authorities, in which members of the CCI and the Association of Food Processors “SPERANȚA-CON” took part on the platform of public-private dialog. The discussions emphasized the need to ensure access to sugar at competitive prices and to maintain market predictability.

The first import delivery made under the preferential quota confirms the effectiveness of the new mechanism and provides local producers with the opportunity to import sugar as raw material on favorable terms.
