The use of digital technologies in the work of Chisinau municipal structures is a priority of the current stage of implementation of the Digitalization Strategy of the municipality “Smart City”.
Svetlana Dogotaru, Chief Architect of Chisinau and Director of DGAURF, noted that digital land use is not limited to technical aspects, but covers a wide range of other areas, such as regulation of land relations and spatial planning.
Information on land resources, at the first stage included land plots, structures, superficies and their owners. Operational activities cover the management of land and superficies, notification and billing of obligations, recording of payments and their maintenance. Currently, the system registers about 20,900 land parcels managed by DGAURF, more than 8,200 title holders – individuals and legal entities, and 3,200 superficies subject to annual collection.
The eSuperficia system is a comprehensive digital solution designed also to automate the processes of managing the royalties applied for the use of lands publicly owned by the municipality. It provides the City Hall with an efficient tool for tracking and managing royalty revenues, reducing the risk of non-receipt of payments.
The project was implemented with the support of INFOERA JSC, a strategic partner for digital transformation and building an integrated digital infrastructure of DGAURF. The project also envisages ensuring interaction with other state information systems and phased creation of an integrated system – “Digital Twin” – the main element of the digital infrastructure, which will eventually become part of the Dynamic Urban Development Plan of Chisinau municipality.
