Moldova lacks a harmonized regulatory framework for environmental noise assessment and management. The Government intends to bridge the gap and adopt the necessary document (Regulation) and transpose the relevant European Directive into the national noise legislation.
Chisinau City Hall will contribute its share to the implementation of the project “New water intake station on the Dniester River”, implemented within the framework of the “Open Program of Urban Development in Moldova”. The corresponding decision was approved by the Chisinau Municipal Council on October 17.
Plans for the construction of the Iasi-Ungheni-Chisinau-Odessa highway, which had been frozen for an indefinite period, are back on the agenda of the relevant authorities in Chisinau. It is also expected to play the role of a new tourist route connecting the three countries. The length of the highway will be more than 320 kilometers, and the construction will cost 1.2 billion euros. The future of this project, among others, was discussed during a meeting with an official Romanian delegation at the Moldovan Ministry of Infrastructure and Regional Development.
The sale of mortgaged properties has become a good resource for replenishing the real estate market. Another thing is that the most interesting objects are sold without much publicity. And the sale of others can cause a lot of problems for both the owner and the financial structures that issued the loans.
The state decided to share land resources with some localities. At the meeting on October 15, the Cabinet of Ministers approved a decision on the transfer of lands from the state property to the ownership of local authorities from the settlements of Cetrosu, Ialoveni, Cricova, Băcioi and Roşu. In return, the Cricova and Beceoi mayoralties will be transferred to the state.
The Social Housing III project will benefit from a EUR 20 million loan and grants from the Green Fund for Social Investment (EUR 1 million) and the E5P Foundation (EUR 6 million). The project started in 2025 and includes energy efficiency measures. It is implemented by the National Infrastructure Development Office “Moldova-Project” on the basis of a framework loan agreement by the Council of Europe Development Bank (CDB).
The project on sustainable development of public transport “MOVE IT like Lublin” was completed in Chisinau. It was realized with the financial support of the European Union on the basis of a partnership between the Chisinau and Lublin city halls (Poland). The total budget of the project is 3.5 million euros, of which 3.325 million euros is an EU grant and 175 thousand euros are allocated by the Chisinau City Hall.
The construction of a sports and tourist complex in Hincesti municipality will be completed in two years. On October 7, 2025, the Regional Development Agency “Center” and the District Council of Hincesti signed an agreement on financing the works.
Moldova continues to modify the regulatory framework in the construction sector, which is brought in line with the provisions of the Urban Development Code. The Government drafted a decision that amends the Regulation on the creation and functioning of a single window for issuing permits for construction works.
No one knows how many abandoned unfinished buildings there are in Chisinau. The plans of the city authorities to count them and impose a progressive tax have not succeeded so far.

The opening of the Industrial College in Comrat has a new deadline. The first enrollment of students is planned for the academic year 2026-2027. This year, the project was finalized with the signing of a cooperation protocol. Turkish Minister of National Education Yusuf Tekin said at the signing: “With the opening of the college named after Recep Tayyip Erdoğan, built with the support of TIKA, relations will move to a new level”.
