
The document sets out guarantees, the procedure for compensating young specialists, as well as the specifics of vacations and training load. In particular, it is envisaged that young specialists occupy available vacant positions on a priority basis. Graduates distributed by the Ministry of Education and Research receive a one-time allowance and compensation from the state. During the first 3 or 5 years of employment – depending on conditions – they are entitled to compensation for rent, electricity and heating.
However, this period does not include vacations, including maternity leave. Partially paid parental leave for children up to 3 years of age and additional unpaid parental leave for children between 3 and 4 years of age are also excluded. The period of study leave and unpaid leave of more than 14 calendar days are not taken into account. During such vacations, benefits and compensation are suspended and resumed upon return to work. Previously, there was no such provision.
During the first 3 or 5 years of actual teaching activity, novice teachers are entitled to a reduced teaching load – 75% of the full norm.
The collective agreement serves as a basis for negotiations and collective bargaining at the level of individual organizations. Only members of the Federation of Trade Unions of Education and Science have the right to use its provisions. Employees who are not members of trade unions may, upon request, enjoy the guarantees provided for in the agreement only if they have paid 1% of their wages or stipend to the trade unions on a monthly basis for the last 6 months and thereafter.
The collective agreement is effective January 1, 2026 and will remain in effect until the end of 2030, it supersedes the 2021-2025 agreement currently in effect.
The education union has not yet published the Convention of Educational Supervisors and Union Presidents on its official website, as required by the parties’ obligations.
