On Wednesday, December 10, the government approved the draft, which was registered in the Parliament as a legislative initiative by a group of deputies from the ruling party PAS. It proposes amendments to the Tax and Customs Codes, as well as ten other legislative acts related to the tax sphere. Among the authors are the chairman of the parliamentary commission on economy, budget and finance, Radu Marian, and his deputy, former Finance Minister Viktoria Belous. Today, December 12, the document will be considered in the first reading in parliament.

The turbulent end to the sugar beet processing and sugar production season in Moldova could take on a dramatic turn. If the weather conditions are unfavourable, the season could end, as sugar producers say, ‘even in March next year.’ From their point of view, this is not a major problem. Public procurement accounts for about 14% of the EU’s GDP, making it one of the most powerful tools for the EU to shape markets and move towards its political goals. However, a recent analysis by the European Commission has confirmed what many governments and companies had already guessed: the current system is not helping to simplify public spending procedures, make them more strategic and green. More than 75% of public contracts still do not include environmental parameters, so it is not surprising that current spending is so poorly aligned with the EU’s stated industrial and climate goals.

The 220 projects launched in July this year under the “Europe Close” program are joined by another 133 approved for funding by the National Council for the Coordination of Regional and Local Development.

The state recognizes existing economic inequalities and is taking steps to mitigate them. However, the transition to a more predictable economy requires an end to the war.

There are seemingly contradictory trends. In 2024, the absolute (monetary) poverty rate in Moldova increased by 2 p.p. compared to 2023 and amounted to 34%. In other words, one third of the Moldovan population lived on less than 3493 lei (€181) per month per person. At the same time, the share of the population living in multidimensional poverty decreased by 1 p.p. and amounted to 26%. This means that about a quarter of the population suffers from insufficient access to such benefits of civilization as health care, education, quality housing and decent jobs.
