Corporate and municipal bonds: good, but not enough

Corporate bond issuance as a share of total securities nearly doubled last year, while municipal bonds played an important role in diversifying local government financing, according to Logos Press.

In 2025, 8 issues of corporate bonds worth 1,109.50 million lei were registered. All of them were issued by maib, NCFM reports. As their volume almost doubled compared to the level recorded in 2024 (564.90 million lei), they dominated the total volume of securities issued last year on the primary market. The country’s largest bank confirmed its leading role in the process of capital mobilization of the financial sector.

The regulator also registered 2 issues of municipal bonds in 2025: for 7.50 million lei, placed by the Municipality of Sirec (3.0 million lei) and the Municipality of Costeşti (4.5 million lei).

According to NCFM, these municipal issues, although modest in volume, “played an important role, as the participation of local public administrations in financing through the capital market opens new perspectives for diversifying the financing instruments available to them”.

In the segment of other equities (81% of the total volume of issues) was carried out by six companies: SA “Dacia-LV”, SA “Agat”, SA “Crismax”, Fabrica de articoli si marochinàrie “Artima” SA, SA “Administratiația Națională a Drumurilor” and SA “Basarabia-Nord” – each with issues of more than 10 million lei.

This concentration reflects the predominance of large issuers able to raise significant amounts of capital.
