
As explained by the former Minister of Labor and Social Protection (now State Secretary of the State Chancellery) Alexei Buzu, this real estate is needed to house the Regional Center for Comprehensive Assistance to Children Victims/Witnesses of Crimes in Chisinau mun. Chisinau.
The Ministry offered the site and the buildings on the grounds that they meet the minimum standards of quality, location and technical requirements.
Due to the geographical location of the buildings, the Ministry proposes to create a model center, as well as a hub for two other similar regional centers (North, South) in order to serve more children (including those from the Transnistrian region). Based on the number of registered referrals in previous years, it is estimated that the Center will receive up to 350 children.
As mentioned in the explanatory note, in 2022, 78 cases were registered (all of them were assisted). In 2023 – 257 appeals (227 children were assisted). In 2024, 346 people applied for help (268 children were helped).
The reported percentage of crimes reported against children in 2024 was 3.79% of 493 criminal cases, compared to 449 criminal cases reported in 2023.
The advantage will be that the Center will bring together representatives of law enforcement, social and medical institutions to provide legal, psychological, medical and social assistance to children in one place, “under one roof” when collecting evidence in criminal cases, in order to prevent the child from being abused or traumatized again in the process.
A commission will be established for the transfer of immovable property and will have to complete the process within 30 days.
It should be noted that at present, the above-mentioned address is home to the JSC “Union of Afghanistan War Veterans” and the JSC “Association of Persons with Intellectual Disabilities Humanitas in Moldova”. They will be offered other locations.
