
In particular, the draft provides norms to ensure the implementation of the provisions of the Regulations on the issuance of a town planning certificate in the absence of town planning documentation for settlements with a population of less than 3,000 inhabitants.
Also, all norms concerning the concept of “tacit consent” have been abolished. When issuing permits, the “silent consent procedure” no longer applies to authorization acts of the category of certificates and to authorization acts in the field of town planning and construction provided for by the Town Planning and Construction Code. As well as acceptance acts that record the conclusions of the National Inspectorate for Technical Supervision.
The project also updates the list of documents attached to the application for issuance of a town-planning certificate for design, as well as construction permits.
According to the authors of the draft document, the proposed changes will have a positive impact on the private sector. As it will ensure transparency in the issuance of authorization documents in the sphere of town planning and construction, at the same time, the application deadlines will be reduced, etc.
