
In the spring of 2025, the plant was transferred to the management of the buyer’s trustees, Oskar Weissman and Ms. Helena Organ (former company lawyer).
At the same time, Inna Linnik is still listed as the administrator of Topaz in the State Services Agency. Last week she was not allowed to enter the territory of the plant, despite the fact that according to the law it is the administrator who is responsible for all the assets of the company.
The new management has already dismissed more than 100 employees (there were 140 employees in total) and continues to accumulate debts on wages, taxes and utility payments.
“The Topaz plant ceased operations at the end of February 2022, when it became impossible to fulfill obligations under the concluded contracts. For three years it had been accumulating debts, primarily in wages, but they were gradually paid off, primarily from leasing out premises. The situation aggravated when, at the beginning of the same year, three Moldovan banks refused to service Topaz because its main shareholder was included in the sanctions lists. ODK could support the enterprise, but there is no possibility to do so. And in the conditions when the enterprise has no active accounts in banks, but there is a possibility to lease the premises, cession agreements were applied, when the lessee paid the rent to those to whom the plant owed. The legality of this procedure was checked and confirmed by the tax inspectorate, which conducted a total audit of the enterprise in 2024 for the previous five years and did not reveal any serious violations”, – said Inna Linnik.
Answering the question whether she or anyone at the plant had met the new owner Mr. Yuksel Maxim Onur, it was stressed that according to her information no one had seen him.
She was also of the opinion that the new shareholder could not change the administrator because, on the one hand, he must be present in person: he must indicate an effective beneficial owner and not be on the sanctions lists.
The administrator emphasized that the plant has solid assets. Only the book value of Topaz is 400 million lei, the enterprise also has 3.5 hectares of land practically in the center of Chisinau, while the amount of debts is only about 39 million lei.
JV Topaz S.A., an enterprise that was part of the military-industrial complex of the USSR, is a high-tech production, in particular, it produced microelectronics for airplane engines. At the beginning of 2022, it had contracts for the whole year, but since February it has been impossible to fulfill them.
