Training of public procurement specialists will be strengthened by certification

The procedure involves two stages. First, they will participate in the Partial Qualification Program "Public/Sectoral Procurement" and then take a competency exam. The measure fits into the reform of the public procurement system.

The training of specialists in public procurement will be strengthened by certification.

Certification is designed to ensure a uniform professional level of specialists and uniform application of legislation in this field.

The corresponding decree of the Ministry of Finance, prescribing the mechanism of certification, has been developed on the basis of the best European practices, according to the information of the financial department. It establishes the conditions for admission to the training program, the functioning of the Certification and Appeal Commissions, the examination procedure, as well as the criteria for issuing or revoking a certificate of professional competence.

The training program will be organized by the Training and Professional Development Center at the State Institution “Center for Information Technologies in Finance”. It will be conducted in a face-to-face format and will contain 14 modules with a duration of 150 academic hours. There will be mandatory theoretical and practical training (50 hours) with individual work (100 hours).

Program participants receive a Certificate of Professional Competence. Then, within one year, they can take the Professional Competence Examination, a test consisting of 100 questions randomly selected from a list of 300 questions.

After the exam, the Ministry of Finance issues a Certificate of Professional Competence in Public and Sectoral Procurement, which is a recognized professional standard. It has an unlimited validity period, provided there is continuous professional development – at least 30 hours of training over three years.

The first stage of the qualification program will take place on March 16, 2026.
