The state will support the construction of energy efficient “passive houses”

The Passivhaus Pilot Mechanism will test a model of financial support for the construction of 10 new Passivhaus (PHI) homes with the prospect of further national expansion.

The concept of a new financing mechanism “Passive Houses”, designed for individual houses, was presented by the National Center for Sustainable Energy (CNED) during the International Exhibition Moldenergy.

Houses built with Passivhaus technology ensure ultra-low energy consumption. A passive house consumes up to 90% less heat for heating needs than a conventional house of the same area.

Through the new instrument, grants will be provided to the beneficiaries. They will cover only part of the investment, the rest will be private, and the final disbursement of funds will be made by CNED after the construction is certified according to the PHI Passive House standard.

All houses will have to meet minimum energy efficiency standards and the mechanism will be open for application after consultation and approval by CNED’s Finance and Risk Committee.

As logos-press.md previously reported, Moldova will receive 2.7 million euros from the Danish government to implement international standards for the construction of “passive houses” and buildings with almost zero energy consumption.

“The share of the residential sector in the total energy consumption is more than 50%,” said Vitalie Mica, State Secretary of the Ministry of Energy, during the presentation. – This requires us to focus on reducing consumption in houses within the framework of pilot and already implemented and proven effective projects”.

Let us remind you that the budget of the Fund for Energy Efficiency in Residential Buildings (FEERM) is more than 1.4 billion lei. The funds will be spent until 2027 and will be used for the reconstruction of at least 507 thousand square meters of housing, of which 50% in high-rise buildings.

The financing includes grants of up to 70% for homeowners’ associations, and families vulnerable to energy costs can receive up to 90% compensation through the Energy Cost Reduction Fund.
